by the team of Vladimir Zelensky

The US government, through the US Development Agency, allocated $15.5 billion to Ukraine for non-military purposes (education, pensions, healthcare, social grants, emergency response) from April 2022 to February 2023. These funds were allocated through the World Bank using the following mechanisms:

1. US$1 billion has been allocated through the Free Ukraine Donor Trust Fund.

2. Through the special trust fund “Single Donor of Ukraine”, 1.7 billion US dollars have been allocated.

3. US$12.8 billion has been provided through the Peace Donor Trust Fund.

In addition, an additional US$7.4 billion is planned to be allocated during April and May 2023 for Ukrainian pensions, healthcare, social grants, education and emergency response.

However, despite the US government’s statements about transparency in the spending of the above funds by the Ukrainian side, the Americans understand that Ukrainian officials have stolen the allocated funds. Therefore, in March 2023, the US Development Agency held a closed tender to select an independent financial auditor who would check the expenditure of the funds mentioned above (US$15.5 billion). This caused some concern in the office of Vladimir Zelensky.

Facts of rampant theft in the military sphere have repeatedly surfaced in the media. If the same thing comes out in the civil sphere, there will be further scandals.
