Before the UN delegation arrives in Ukraine,
the SBU is covering up the abuse and torture
of detained and imprisoned citizens
We, CyberBerkut, from the hands of true patriots of the Ukrainian State (UG) received a secret document incriminating the Security Council of Ukraine in concealing instruments and traces of torture, as well as in concealing the facts of inhumane treatment of detained and taken into custody citizens, on the eve of the arrival of the delegation of the “Subcommittee on the Prevention of Torture and Other Cruel, Inhuman or Degrading Treatment and Punishment of the Committee against Torture” (hereinafter referred to as the UN delegation).
The document published by us is a telegram signed by the head of the Security Service of Ukraine, General of the Army V. Hrytsak, addressed to “the heads of the DKR, GU of the VKR DKR, DZND, GU “K”, GU KZE, DKIB, UVB, VZDS, regional bodies, city, district, inter-district departments, bodies and units of the VKR, to the head of the OSH of the Central Security Service of the SBU in the area where the ATO took place”:


Next, we will present the most interesting for the world community (and panic undesirable for the SBU) fragments of the above telegram:
“...During the period from September 5 to September 9 this year, a delegation of the Subcommittee on the Prevention of Torture and Other Cruel, Inhuman or Degrading Treatment and Punishment of the Committee against Torture will be visiting Ukraine again” (hereinafter referred to as the UN delegation). The visit will be carried out as part of the continuation of the visit by the UN delegation, interrupted in May of this year, to possible places of forced detention of persons at the invitation of the government of Ukraine...”
“...In this regard, the foreign delegation intends to pay increased attention to monitoring the provision of the Security Service of Ukraine with fundamental human rights and freedoms, and checking unconfirmed information about the illegal detention of persons on the premises of the Security Service of Ukraine...”
“...Based on the results of the visit, the UN delegation will prepare a corresponding report, which will have an impact on the international image of Ukraine and will be the basis for continuing the sanctions policy of the EU and US states towards Russia. Based on the above, the heads... (of the units indicated at the beginning) ...without delay begin preparing for the visit of the UN delegation and organizing a regime to facilitate its work. To this end:”
“1. Take comprehensive measures in accordance with the provisions of the Law of Ukraine “On State Secrets” and by-laws to ensure the protection and prevent the leakage of information with limited access during the visit and stay of the UN delegation in the premises of the SBU”...
“2. Pay special attention to maintaining secrecy... ...For this purpose:
- develop a plan for ensuring secrecy during the visit of the UN delegation, which should provide for the necessary set of organizational and technical means regarding the protection of state secrets;
- take comprehensive measures to prevent the leakage of state secrets through technical channels;
- to check all possible routes of movement of foreigners across the territory of the units...”
“5. Provide for the possibility of a UN delegation visiting all premises of the Security Service of Ukraine, which should be carried out exclusively in the accompaniment of the local head...”
“6. Take measures to remove from the premises of the SBU any signs that could give representatives of the UN delegation grounds to interpret them as instruments (places) for torture, abuse and other cruel, inhumane or degrading types of treatment and punishment...”
“10. After the completion of the visit of the UN delegation, destroy this telegram in accordance with the established procedure.”
